Regular Board Meeting

The Southeast Warren Board of Education met in regular session April 10, 2017, in the media center of the Junior/Senior High School building. Board President Ron Miller called the meeting to order at 5:30 p.m. The following board members were present: Anna Rowe, Rande Seuferer, Dave Youmans, and Larrie Williams. Superintendent/Secondary Principal Delane Galvin, Elementary Principal John Burrell, Transportation Director Joel Mosher, and Board Secretary Julie Wilson were also in attendance, along with members of the community.

AGENDA: Motion by Rande Seuferer, seconded by Dave Youmans to approve the agenda. Ayes: 5.

THE BOARD SALUTES: Superintendent Galvin related that he recently completed round table meetings with the Primary and Intermediate buildings and had heard many favorable comments about what a great job Partners In Education were doing this year. They are to be commended for a job very well done.

REPORTS:

Transportation Report submitted by Joel Mosher:

1. There were 12 extra bus trips for the month of March.
2. Bus inspections will be held on April 26th.
3. The vans that were sold have still not been picked up. The individual who purchased the vans has been contacted and has indicated he is still interested in purchasing them.

Girls Track - 3/31 Bedford Results
4th as a team with 62 points
Payton Nelson finished 4th in the 200M Dash and 400M Dash and 1st in the Long Jump
Lela Bales finished 1st in the 800M Run
Reagan Swanson finished 4th in the 800M Run
Elise Emmick finished 1st in the 1500M and 3000M run
The 1600 Distance Medley Relay team of AJ Dorsey, Lexi Rupe, Reagan Swanson and Lela Bales finished 1st

Girls Track - 4/4 Nodaway Valley Results
8th as a team with 37 points
Elise Emmick finished 1st in the 1500M and 3000M run
Payton Nelson won the long jump
Lela Bales finished 3rd in the 800M run
The 4X400 Team of Reagan Swanson, Kayla Davidson, Lela Bales and Payton Nelson finished 6th

Rugby is 0 and 2 to start the season

We have 2 SE Warren students playing on the team combined with students from Pleasantville and Melcher Dallas.

Trap
Had their 1st meet two weeks ago and have not received results from that yet
Have a home meet coming up on 4/15 which will be held in Indianola

Golf has not had a meet yet this year.

Fine Arts Boosters: Rande Seuferer related that the Fine Arts Boosters had held their FAB Night on March 23rd. The event was well attended and the parents and students were enthused about the fine arts programs.

CONSENT AGENDA: The following items were on the consent agenda:
1. March 13, 2017, minutes
2. Financial reports
3. Second reading of Board Policy 402.1, “Physical Fitness”
4. Second reading of Board Policy 408.8, “Physical Fitness”

Motion by Larrie Williams, seconded by Anna Rowe to approve the items on the consent agenda. Ayes: 5.

SUPERINTENDENT’S REPORT: Superintendent Galvin reported on the following items:
1. The Board was asked for input on where to put the new storage building at the High School.
2. As of last week, the football field lighting project has not been started.
3. The POPS concert was held last week. The band and vocal performances have improved over the course of the year.
4. FFA held a donkey basketball game on March 28th.
5. The Dollars for Scholars held a Trivia Night on April 1st. There was a good turnout and the event was very successful.
6. Superintendent Galvin attended the 1:1 Institute along with 8 teachers. Personalized professional development is being considered to share what was learned at the 1:1 Institute.
7. Prom was very well attended. The After Prom Committee did a nice job of providing entertainment for the kids after the dance.
8. There will be no school on Friday or Monday, April 13th and 17th, due to Easter break.
9. A social media presentation will be presented at the High School on April 18th.
10. The National Honor Society Induction will be held on April 19th at 10:00.
11. The Spring Play will be presented on April 21st and 22nd.
12. The senior trip is scheduled for April 23rd – 26th. A bag check will be conducted prior to the students leaving on the trip.
13. The Children’s First Forum will be held on April 24th.
14. Spring games will be held on May 5th.

IOWA ASSESSMENT RESULTS: Superintendent Galvin reviewed the 2016-17 Iowa Assessment results.

PUBLIC HEARING ON 2017-2018 BUDGET: A hearing was held to allow members of the community to speak concerning the 2017-2018 proposed budget. No comments were received. President Ron Miller called the hearing to a close.

BUDGET GUARANTEE FOR 2017-2018 BUDGET: Superintendent Galvin recommended approving the budget guarantee for the 2017-2018 budget. Motion by Rande Seuferer, seconded by Anna Rowe that the Board of Directors of the Southeast Warren Community School District will levy property tax for fiscal year 2017-2018 for the regular program budget adjustment as allowed under section 257.14, Code of Iowa. Ayes: 5.

APPROVE 2017-2018 BUDGET: Superintendent Galvin recommended approving the 2017-2018 budget at the proposed tax rate of $17.94783/$1,000 assessed valuation. Motion by Larrie Williams, seconded by Rande Seuferer to approve the 2017-2018 budget. Ayes: 5.

PUBLIC HEARING ON 2016-2017 BUDGET AMENDMENT: A hearing was held to allow members of the community to speak concerning the 2016-2017 budget amendment. No comments were received. President Ron Miller called the hearing to a close.

APPROVE 2016-2017 BUDGET AMENDMENT: Superintendent Galvin recommended approving the 2016-2017 budget amendment. The amendment increases the Non-instructional Programs expenditure portion of the budget by $174,500 to accommodate for the increase in costs for the daycare program. Motion by Anna Rowe, seconded by Dave Youmans to approve the 2016-2017 budget amendment. Ayes: 5.

PERSONNEL CHANGES: Superintendent Galvin recommended approving the resignations of Megan Birchette, Assistant Activities Director; Amanda Ewing, Football Cheerleading Advisor; Amy Kubli, Wrestling Cheerleading Advisor and Drill Team Coach; Shane Rowlands, Assistant HS Softball Coach; and Tina Schneider, Mentor Teacher Instructor; and approving the supplemental appointment of Shane Rowlands, Assistant Activities Director. Motion by Larrie Williams, seconded by Rande Seuferer to approve the personnel changes as presented. Ayes: 5.

BOARD POLICY 602.3E: Superintendent Galvin recommended approving the changes to Board Policy 602.3E, “Wellness Policy Goals”. The policy has been revised based on guidance from the Iowa Association of School Boards. Motion by Dave Youmans, seconded by Anna Rowe to approve the revision to Board Policy 602.3E, “Wellness Policy Goals”. Ayes: 5.

USE OF DISTRICT FACILITIES FOR YOGA CLASS: Superintendent Galvin related that several staff members have asked Natasha Cooper to give yoga classes on a regular basis. The classes are held at the High School and a fee is charged per class. Superintendent Galvin recommended allowing Natasha Cooper to use the school facilities for yoga class. Motion by Rande Seuferer, seconded by Dave Youmans to approve the use of district facilities for yoga classes. Ayes: 5.

6TH GRADE FIELD TRIP TO OMAHA ZOO: Superintendent Galvin recommended approving the 6th grade field trip to the Omaha Zoo. The field trip is schedule for May 16th. The cost of the field trip will be covered by donations. Motion by Dave Youmans, seconded by Larrie Williams to approve the 6th grade field trip to the Omaha Zoo. Ayes: 5.

SUPERINTENDENT EVALUATION: Superintendent Galvin presented his evaluation summary for the 2016-2017 school year to the Board. Motion by Anna Rowe, seconded by Rande Seuferer to approve the superintendent evaluation. Ayes: 5.

BOARD POLICY SECTIONS 1000, 1001 AND 1003: The Board reviewed Board Policy Sections 1000, “Statement of Guiding Principles”, 1001, “Public Communications”, and 1003, “Relations Between School Personnel and the Public”.

ADJOURNMENT: Motion by Larrie Williams, seconded by Dave Youmans to adjourn the meeting. Ayes: 5. The time was 6:03 p.m.
