Regular Board Meeting
December 8, 2014

The Southeast Warren Board of Education met in regular session December 8, 2014 in the media center of the Junior/Senior High School building. Board President Ron Miller called the meeting to order at 5:30 p.m. The following board members present: Bruce Williams, Jennifer Mihalovich, Larrie Williams, and Rande Seuferer. Superintendent/Secondary Principal Delane Galvin, Elementary Principal Dan Dow, Transportation Director Joel Mosher, and Board Secretary Julie Wilson were also in attendance, along with members from the community.

AGENDA: Motion by Rande Seuferer, seconded by Larrie Williams to approve the agenda. Ayes: 5.

COMMENTS FROM THE AUDIENCE: Community members and students were present in support of not starting school next August before the State Fair has ended. They expressed concerns that students involved in 4-H and FFA will miss the first three days of school. The State Fair is a valuable learning experience for students. Some students may not even be allowed to show at the State Fair if school starts before the fair is over. Several students work at the State Fair and earn a lot of money during that time. Concern was also expressed that it is a financial hardship for parents to drive students back and forth from the fair to school.

Superintendent Galvin related that the calendar committee has not met yet. They will look at all avenues and plan to have a calendar ready for board approval at the February meeting.

REPORTS:

Transportation Report submitted by Joel Mosher:

We had 11 extra bus trips for the month of November. All but one of the bus inspection repairs has been completed. We had a bus hit a deer last Friday morning causing significant damage. The rest of the month was spent doing general repairs.

Primary Principal’s Report submitted by Dan Dow:

The Primary School had good attendance for Parent/Teacher Conferences. We had 95% attendance at our fall parent/teacher conferences.

Our annual Veterans Day assembly was held on Monday, November 11th, with the Cub Scouts demonstrating the military style of the folding of the flag and all of the children joining the audience – including many area veterans - in the singing of familiar patriotic songs. A cookies and punch reception was held for our guests in the media center following the program.

The Primary School has been busy preparing for Milo’s annual Small Town Country Christmas on December 6th. We appreciate all of our parents who donated cookies, donated items for the holiday gift baskets and volunteered their time at the Primary School. This day is an important fundraiser for our Partners in Education organization.

The winter concert was well attended and entertaining. Parent feedback indicates they like the split evenings for the primary and intermediate concerts.

Intermediate Principal’s Report submitted by Dan Dow:

We reached the halfway point of the second quarter on November 21st. Mid-terms were sent home with students on November 26th, before the Thanksgiving break.

In Guidance classes in November, Mrs. Clendenen and our students made casseroles to help feed the hungry at the Salvation Army in Des Moines.

The Intermediate Holiday program is scheduled for Thursday, December 18th. The program will be held in Liberty Center at 7:00pm.

Our 4th grade students will travel to Des Moines this month to see “The Nutcracker” at the Civic Center.

Girls BB
The girls’ BB team is 2-0 to start the season. They beat Murray and Morman Trail and have six games between now and Christmas Break.

Because of low numbers we have cancelled all the girls’ JV games for this season.

Boys BB
The boys’ BB team is 0-1 to start the season after losing to Morman Trail the other night. They have seven games between now and Christmas Break.

Wrestling
First home meet was Thursday December 4th and will wrestle four more times between now and Christmas Break. Since we have a large turnout for wrestling we have entered some JV Tournaments throughout the season.

JH BB
The 7th grade boys’ team has won 3 games in a row and the 8th grade team is losing some tough games but they continue to battle. The coaches are doing a great job of teaching fundamentals to our JH Kids.

The girls’ team has only played three games with the 7th grade 1-2 and the 8th grade 3 and 0

JH Wrestling
We have started out some of our JH wrestlers that are not playing basketball with practice and they will be competing in two tournaments before Christmas break.

State Dance
The dance team participated in the State Dance Competition on December 4th.

CONSENT AGENDA: The following items were on the consent agenda:

Motion by Jennifer Mihalovich, seconded by Bruce Williams to approve the items on the consent agenda. Ayes: 5.

SUPERINTENDENT’S REPORT: Superintendent Galvin reported on the following items:
1. The Teacher Leadership Grant application has been submitted. We should hear back around December 12th on whether we were awarded the grant.
2. Superintendent Galvin commended Mrs. Birchette, the student council, and the community for their participation in the Angel Tree project.
3. Chromebook roll out night for the Junior High students was held on Thursday, December 4th.
4. Fall semester superintendent round table meetings were held at both elementary buildings.
5. Semester tests will be given on December 17th and 18th.
6. December 19th is the last day of school before winter break.
7. Iowa Assessments will be given the second week of January.

SALE OF SCHOOL BUS: Joel Mosher related to the Board that the high bidder to purchase the school bus did not follow through with the purchase. Superintendent Galvin recommended possible actions of waiting to hear back from the high bidder, sell the bus to the next highest bidder (Bill King/First Apostolic Church of Indianola), or advertise the bus for sale again. Motion by Larrie Williams, seconded by Rande Seuferer to sell the bus to the next highest bidder; if the next highest bidder no longer wishes to purchase the bus it will be advertised for sale again. Ayes: 5.

FUTURE DAYCARE STAFFING: Superintendent Galvin related to the Board that he would like to start the process of posting for future daycare positions. He asked for the Board’s consent to start with the daycare supervisor position. The supervisor will be identified in January or February with a target start date of August, but will probably be closer to January 2016, after completion of the new daycare building. The consensus of the Board was to go ahead and start the process for future daycare staffing.

PERSONNEL CHANGES: Superintendent Galvin recommended approving the resignations of Jocelyn O’Brien, Co-Wrestling Cheerleading Advisor; Nathan Kelly, Assistant HS Baseball Coach; Sarah Sealock, Assistant HS Volleyball Coach, and Anna Myers, Part Time Cook/Part Time Custodian; approving the appointments of Tina Sapp, Part Time Cook/Part Time Custodian; Brian Jimenez, Volunteer Assistant HS Wrestling Coach, and Nathan Bauer, Volunteer Assistant HS Wrestling Coach; and approving the contract modification of Dani Bauer from Co-Wrestling Cheerleading Advisor to Wrestling Cheerleading Advisor. Motion by Jennifer Mihalovich, seconded by Larrie Williams to approve the personnel changes as presented. Ayes: 5.

EARLY GRADUATION REQUESTS: Superintendent Galvin recommended approving the early graduation requests from Megan Sites and Kasee Kosman pending completion of all requirements. Motion by Rande Seuferer, seconded by Larrie Williams to approve the early graduation requests from Megan Sites and Kasee Kosman pending completion of all requirements. Ayes: 5.

STUDENT AT-RISK PLAN: Superintendent Galvin related to the Board that Mrs. Clendenen has significantly revised the District At-Risk Plan. Superintendent Galvin recommended approval of the updated At-Risk Plan. Motion by Bruce Williams, seconded by Jennifer Mihalovich to approve the At-Risk Plan. Ayes: 5.

CHILDREN FIRST FORUM MEMBERS: Superintendent Galvin related to the Board that the Children First Forum member list has been updated to reflect the changes in the student members, District Leadership Team members, and the addition of a couple of community members present at the last meeting. Superintendent Galvin recommended approving the updated list of Children First Forum members. Motion by Bruce Williams, seconded by Larrie Williams to approve the list of Children First Forum members as presented. Ayes: 5.

2015-2016 MODIFIED SUPPLEMENTAL AMOUNT FOR DROPOUT PREVENTION APPLICATION: Superintendent Galvin recommended approving the 2015-2016 Modified Supplemental Amount Application for Dropout Prevention in the amount of $162,870. The funds will be used to pay for salaries and instructional costs for dropout prevention programs. Motion by Jennifer Mihalovich, seconded by Rande Seuferer to approve the 2015-2016 Modified Supplemental Amount Application for Dropout Prevention in the amount of $162,870. Ayes: 5.

REVISION TO BOARD POLICY 403.5: Superintendent Galvin recommended revising Board Policy 403.5, “Early Retirement Payment” to offer a payment for early retirement at the end of the 2014-2015 school year to a maximum of two teachers. Motion by Bruce Williams, seconded by Larrie Williams to approve the revision to Board Policy 403.5, “Early Retirement” and to limit the number of early retirement payments to two teachers. Ayes: Larrie Williams. Nays: Bruce Williams, Ron Miller, Jennifer Mihalovich, and Rande Seuferer. Motion failed.

REVIEW BOARD POLICY SECTIONS 405 AND 411: The Board reviewed Board Policy sections 405, “Certified Personnel Related Considerations”, and 411, “Non-Certified Personnel Related Considerations”.

President Ron Miller adjourned the meeting at 6:03 p.m.
