Regular Board Meeting
February 9, 2015

The Southeast Warren Board of Education met in regular session February 9, 2015 in the media center of the Junior/Senior High School building. Board President Ron Miller called the meeting to order at 5:30 p.m. The following board members were present: Jennifer Mihalovich, Rande Seuferer, and Bruce Williams. Board Member Larrie Williams arrived at 5:31 p.m. Superintendent/Secondary Principal Delane Galvin, Elementary Principal Dan Dow, Transportation Director Joel Mosher, and Board Secretary Julie Wilson were also in attendance, along with members from the community.

AGENDA: Motion by Jennifer Mihalovich, seconded by Bruce Williams to approve the agenda. Ayes: 4. (Larrie Williams was absent from the vote.)

BOARD SALUTES: Superintendent Galvin recognized Megan Bates for being chosen to sing the National Anthem at an Iowa Wild game.

We would like to recognize the Wrestling Team for the final ranking of #2 in Class 1A according to the Iowa Wrestling Coaches and Officials Association.

SEW will be hosting a regional dual team wrestling tournament here on Tuesday night. If we win 2 duals that night the team advances to the State Dual Team Wrestling Tournament on 2/18/15.

Short Film: Mason Ohnemus, Shiloh Williams, Raelyn Meling, Garrett Butler, Sarah Nutting, Ilyse Putz, Sydney Jellison, Kaleb Miller, Tyler Backstrom, Caleb Baker and Morgen Grief.

Short film received a division I rating and went to compete at state this past weekend. At state they received another division I rating. They will find out today if they made it to All-State.

REPORTS:

Transportation Report submitted by Joel Mosher:

We had 22 extra bus trips for the month. The rest of the month was spent doing general repairs.

Primary Principal’s Report submitted by Dan Dow:

Parent Teacher conferences have been scheduled for February 9th and 12th from 4-8 pm. The Primary Center will also be hosting a Scholastic Book Fair in the AEA room during conferences.

Ronald McDonald will be hosting an assembly at the Primary School on Tuesday, February 10th. This assembly focuses on character and is provided at no charge.

Enrollment for the 2015-2016 preschool has begun. There will be a preschool open house on March 12th from 6 to 7 pm at the Primary School. Parents and students will be able to meet the teachers, get a health packet from the nurse.

Intermediate Principal’s Report submitted by Dan Dow:

The 1st Semester Awards Assembly was held in the Lacona gym on Friday, January 30th. Awards were given for attendance, honor roll and for showing good character. The assembly was well attended.

Parent Teacher conferences have been scheduled for February 9th and 12th from 4-8 pm. The Intermediate Center will also be hosting a Scholastic Book Fair in the Library and the annual Science Fair in the Art Room. PIE is once again providing meals on both nights.

February 20th is mid-term for the third quarter. Mid-terms will be sent home with parents the following week.

Athletic Director Report submitted by Blake Cruikshank:

Wrestling
The wrestling team sits at 34 and 1 on the season and broke the previous record of 28.
We have at least 6 wrestlers rated in the respective weight classes.
Coach O’Brien earned his 100th dual team victory the last weekend in January at Colfax.
We are hosting sectionals on Saturday the 7th.
We have been selected to host a regional dual tournament on 2/10 with the winner of the dual going on to State Dual Team Tournament on 2/18.
State Wrestling is 2/19 through 2/21.

Girls BB
Sit at 10 and 8 overall and 6 and 8 in the POI which puts them in 7th place overall. They have three games left in the regular season. We have been selected to host a 1st round regional game and that will be on 2/12 at 7 p.m. and we will be playing Seymour. If we win that game we will be playing at MSTM against Grandview Christian on 2/17 at 6 p.m.

Sit at 3 and 15 overall and 1 and 12 in the conference which puts them in 10th place overall. They have three games left in the regular season. We have been selected to host a 1st round district double header on February 16th. MSTM will play Melcher Dallas at 6:30 and then SEW will play Colfax Mingo at 8 p.m. The winner of our game will play at Colo-Nesco on 2/19 at 8 p.m.

Children First Forum: Bruce Williams related that the Children First Forum had met on January 27th. There was a good turnout for the meeting. Topics discussed included an update on the Teacher Leadership and Compensation grant application and the Talented and Gifted program.

Warren County Conference Board: Ron Miller related that the Warren County Conference Board had met to go over next year’s budget.

CONSENT AGENDA: The following items were on the consent agenda:
1. January 12, 2015 minutes
2. January 15, 2015 minutes
3. Financial reports
Motion by Rande Seuferer, seconded by Larrie Williams to approve the items on the consent agenda. Ayes: 5.

SUPERINTENDENT’S REPORT: Superintendent Galvin reported on the following items:
1. Parent-Teacher conferences will be held tonight and again on Thursday night.
2. SEW will be hosting the wrestling regional duals tomorrow night and the girls’ basketball 1st round regional game on Thursday night.
3. Early retirement will be placed on the February 24th special meeting agenda for reconsideration by the Board.
4. The District Leadership Team met and revised the Teacher Leadership and Compensation Grant application for resubmission.

PUBLIC HEARING ON 2015-2016 SCHOOL CALENDAR: Superintendent Galvin related that two calendars have been developed for the 2015-2016 school year. One calendar has a proposed start date of August 24th and the second calendar has a proposed start date of August 31st. Superintendent Galvin also related to the Board that the 2015-2016 school calendar is based on hours rather than days. President Miller opened the meeting for public comments concerning the early start date and hours vs. days of instruction. No community members were present to speak. President Miller called the hearing to a close.

APPROVE EARLY START DATE AND CALENDAR BASED ON HOURS FOR THE 2015-2016 SCHOOL YEAR: Motion by Bruce Williams, seconded by Jennifer Mihalovich to approve the early start date and calendar based on hours for the 2015-2016 school year. Ayes: 5.

2015-2016 SCHOOL CALENDAR: Superintendent Galvin recommended approval of both of the proposed 2015-2016 school calendars since it is unknown what the legislature will do concerning the school start date. Motion by Jennifer Mihalovich, seconded by Rande Seuferer to approve the 2015-2016 school calendar with the August 24th start date (Plan A) as the first calendar choice and if an early start is not allowed, use the Plan B calendar with the August 31st start date. Ayes: 5.

PERSONNEL CHANGES: Superintendent Galvin recommended approving the appointments of Connie Neer, Daycare Director; Chuck Jones, Head JH Baseball Coach; Nathan Bauer, Assistant JH Softball Coach and Assistant JH Girls’ Track Coach; and Nathan Kelly, Assistant JH Baseball Coach; and approve the contract modification for Amy Hartman from Base - Classified Teacher Aide Schedule to Base - Certified/Level 2 Teacher Aide Schedule retroactive to the hire date. Motion by Larrie Williams, seconded by Jennifer Mihalovich to approve the personnel changes as presented. Ayes: 5.

WRESTLING SHARING AGREEMENT WITH MELCHER-DALLAS SCHOOL DISTRICT: Superintendent Galvin recommended approving the wrestling sharing agreement with the Melcher-Dallas School District for the 2015-2016 school year. Superintendent Galvin also asked for the Board’s input on starting the process of making “long term” shared sports non-school district specific. For instance, instead of the wrestling team being SEW-MD wrestling with Southeast Warren’s school colors and mascot, develop colors, a mascot and name unique to the shared wrestling team. The consensus of the Board was for Superintendent Galvin to work with the administration and wrestlers involved to develop neutral colors, mascot and name. Motion by Rande Seuferer, seconded by Larrie Williams to approve the wrestling sharing agreement with the Melcher-Dallas School District for the 2015-2016 school year. Ayes: 5. The contract will be modified after neutral colors, mascot and name have been decided upon and brought back for board approval.

ADDENDUM TO CONTRACT WITH ARCHITECT: Superintendent Galvin related that the addendum to the contract had not been received from the architect and recommended tabling this item until the March board meeting. Motion by Larrie Williams, seconded by Jennifer Mihalovich to table this item until the March board meeting. Ayes: 5.

THE PATIENT PROTECTION AND AFFORDABLE CARE ACT RESOLUTION: Superintendent Galvin recommended approving The Patient Protection and Affordable Care Act Resolution. In short, the resolution states that the District will comply with the requirements of the Obama health care reform act. Motion by Jennifer Mihalovich, seconded by Rande Seuferer to approve The Patient Protection and Affordable Care Act Resolution. Ayes: 5.

RESOLUTION AUTHORIZING THE APPLICATION FOR FEDERAL SURFACE TRANSPORTATION PROGRAM FUNDING: Superintendent Galvin related to the Board that Charlotte Weaklend is working on a grant to pay for most of the cost to pave the walking trail sidewalk located on the north side of the Primary building. The total cost for the sidewalk would be approximately $22,000. If the grant is received, the district would need to match the grant with approximately $4,400. Superintendent Galvin recommended approving the resolution authorizing the application for the grant. Motion by Rande Seuferer, seconded by Bruce Williams to approve the resolution authorizing the application for Federal Surface Transportation Program funding. Ayes: 5.

APPROVE REVISED SECTION 504 GUIDELINES: Superintendent Galvin recommended approving the updated Section 504 Guidelines. The handbook is used when 504 plans are written for students. Motion by Bruce Williams, seconded by Larrie Williams to approve the revised Section 504 Guidelines. Ayes: 5.

REVIEW BOARD POLICY SERIES 401 AND 407: The Board reviewed Board Policy Series 401, “Certified Personnel Selection”, and 407, “Non-Certified Personnel Selections”.

President Ron Miller adjourned the meeting at 6:05 p.m.
