The Southeast Warren Board of Education and Melcher-Dallas Board of Education held a joint board meeting on April 4, 2005, in the library of the Lacona Intermediate building. Board President Ron Miller called the meeting to order at 7:00 p.m. The following board members were present: Chris Wadle, Chris Hardy, Jennifer Birchette and John Burrell. Superintendent Harold Hulleman, Secondary Principal Terry Gladfelter, Intermediate Principal Cindy Butler, and Board Secretary Julie Wilson were also in attendance. Superintendent Tom Dannen, members of the Melcher-Dallas Board of Education and Melcher-Dallas staff members were present.

Dr. Harold Hulleman reviewed the Southeast Warren Board of Education’s responses to the Needs Assessment survey. Superintendent Tom Dannen related that the Melcher-Dallas Board of Education had responded with similar thoughts. A formal response to the Needs Assessment survey will be received in the near future.

Superintendent Tom Dannen presented the idea of sharing a transportation director between the districts. Melcher-Dallas would be willing to share their transportation director with Southeast Warren. Sharing the position would result in a savings of half of the salary for Melcher-Dallas, but the cost would remain close to the same for Southeast Warren. The Southeast Warren Board of Education was reluctant to share a transportation director at this time since there wouldn’t be a savings recognized, but would consider the option at a later time if the position should become vacant. Dr. Harold Hulleman will put figures together for the Southeast Warren Board of Education to review at the next board meeting.

Discussion was also held concerning the sharing of buses to athletic events if both districts were traveling to the same event. Both districts were in favor of this idea and wanted to research the idea further.

Currently the districts are sharing an Elementary Counselor and Media Specialist. The Elementary Counselor will continue to be shared next year, but due to budget constraints, Melcher-Dallas will not be sharing the Media Specialist next year. Discussion was held concerning scheduling classes so that students traveling to the other district for shared classes could take two classes back to back in order to save drive time.

Administrators from both districts will work together as positions become open or vacant to see if the positions can be shared.

Discussion was held concerning sharing the wrestling program. Concern was expressed that Southeast Warren would jump up a class if the programs were combined. Dr. Harold Hulleman will contact the Iowa High School Athletic Association to check on classes and alternatives. Discussion also included combining programs such as Speech, Debate Teams, etc.

Superintendent Tom Dannen related his concern that the same information goes out to both districts. Both districts felt it was important for the public to know that the interest is in sharing programs and saving costs, not merging the districts.

Both districts felt it would be beneficial to hold a joint board meeting later this spring to continue discussion and look at opportunities that may arise. A suggestion was made to also have the student organizations meet to brainstorm ideas for sharing.

President Miller adjourned the meeting at 8:13 p.m.
